Born September 26, 1953 in St. Louis, Rep. Hubbard currently resides there with her husband, Rodney. They are the parents of four children.

Hubbard has worked with numerous shelters such as homeless shelters for women with drug and substance abuse problems, abused women, homeless pregnant women and also homeless single mothers.

Hubbard has worked in the justice system as a program specialist for 10 years. She was also the first woman unit manager of the St. Louis Justice Center.
